CPUC posts NTIA‑approved post‑challenge BEAD map; public demo and data downloads explained

The California Public Utilities Commission on a program webinar published and demonstrated its post‑challenge Broadband Equity, Access, and Deployment (BEAD) map, which reflects results of the state’s BEAD challenge process and related data inputs approved by the National Telecommunications and Information Administration (NTIA).
The map shows the outcome of California’s challenge window that ran July 8, 2024, through Aug. 6, 2024, and — per CPUC staff — the challenge results were submitted to NTIA in December 2024 and approved in January 2025. "There'll be no further challenges to broadband serviceable locations," said Jonathan Lachritz, a manager in CPUC’s communications division, while adding an important exception: the map will be reconciled to reflect enforceable commitments that occurred after submission to NTIA.
Why it matters: the post‑challenge map and its downloadable datasets will inform BEAD applicants’ project planning and eligibility determinations ahead of California’s subgrantee selection. CPUC staff emphasized that the public map is for reference and visualization; applicants should rely on the published data downloads (CSV files) for authoritative, record‑level analysis.
During the webinar, CPUC staff and contractor Ready.net demonstrated the map’s features and explained the principal data vintages that underlie the public display. Clayton Woolly, director of technical strategy at Ready.net, walked attendees through filters, adjudication result layers and the location card used to inspect individual serviceable locations. He showed how users can toggle between pre‑challenge and post‑challenge views, filter by BEAD eligibility (unserved/underserved versus served/funded), and inspect adjudication outcomes such as “sustained,” “rejected,” or “moot.”
Map data and cutoffs described on the call included: fabric version 4 with a fabric date of 2023‑12‑31; national broadband map availability as of 2024‑05‑14; a federal deduplication file with version date 2024‑10‑01 that contained federal enforceable commitments; and state enforceable commitments (including California Advanced Services Account awards) that were included through 2024‑09‑26. CPUC staff said they will update the map to capture additional state and federal enforceable commitments that occur after those dates prior to opening the subgrantee selection process.
The webinar clarified technical eligibility thresholds used in the dataset: locations classified as unserved or underserved in the BEAD context were defined during the demo as broadly those below 100/20 megabits per second (download/upload) and with latency greater than 100 milliseconds; community anchor institutions (CAIs) use a higher served threshold of 1,000/1,000 megabits per second with the same latency requirement. Woolly demonstrated that a location card includes address, building type (residential, business, CAI), unit count and a list of providers and advertised tiers at the address.
CPUC staff repeatedly cautioned that the public map is a visual, public‑facing layer intended for reference and that the downloadable CSVs are the approved, record‑level datasets. "The public facing map is really meant for reference, quick guidance, and visual of these different areas," Woolly said; CPUC staff added that the CSV downloads are the authoritative files for applicants and ISPs doing detailed analyses. Staff said they had broadly notified stakeholders, including ISPs, via their Constant Contact distribution that the CSV downloads are the source of truth.
NTIA reconciliation guidance: Lachritz and other CPUC staff said NTIA has issued reconciliation guidance that allows states to reflect enforceable commitments and ISP deployments that occurred after challenge results were approved. CPUC staff said they have not set a date to perform that reconciliation and will provide further information about the reconciliation process and any NTIA guidance as it becomes available; they also said the reconciliation will occur before submission of the state's final BEAD proposal and before subgrantee selection. "We are hopeful that NTIA will be providing some more guidance, and we're also looking at how some other states have done it," Lachritz said.
Subgrantee selection timing and next steps: CPUC staff said the subgrantee selection process is targeted to begin on or near March 25, 2025, and that an updated map for application use will be released nearer the start of that process. Staff also provided two distinct channels for follow‑up: technical questions about map functionality to Ready.net (the contractor that operates the public map), and dataset or adjudication questions to CPUC program staff. CPUC asked participants with location‑level questions or apparent data discrepancies to submit specifics so staff could investigate and respond.
Questions raised during the session included missing addresses for some location IDs in the FCC December 2023 data, discrepancies between CAI designations in CSV downloads and the public map display, the effect of stacked or multi‑address locations, and whether unresolved location IDs without addresses count toward a 90% BSL (broadband serviceable location) threshold used in forthcoming application rules; staff said those application‑specific questions would need BSL‑by‑BSL review and requested that applicants send examples via the designated program email so CPUC analysts could follow up.
Staff emphasized that the public map will receive narrowly focused updates only to reflect enforceable commitments after the NTIA submission, and that broader updates tied to the subgrantee selection process will be announced on the CPUC BEAD webpage and via the program mailing list. CPUC Deputy Director Maria Ellis thanked participants and called the NTIA approval "a huge milestone for the state," adding that the map is pivotal to opening the solicitation window.
The CPUC encouraged users to consult the data dictionary and to download the published CSVs for any project design or cost estimating; staff warned that the public map’s display sometimes omits or aggregates items for visual clarity and that the CSVs should be used for project planning.
Ending: CPUC staff closed by repeating the primary avenues for follow‑up: (1) technical map functionality questions to the map operator (contact information listed on the map page), (2) BEAD program or challenge‑resolution questions via the program inbox and (3) subgrantee selection questions to the CPUC’s BEAD subgrantee address; staff said they will post the webinar slide deck, a Q&A log, the data dictionary and the downloadable CSV files on the BEAD program page.
