Templeton board renews post-closure landfill monitoring contract; price rises $300

The Town of Templeton Board of Health on Feb. 24 approved a renewal of the professional services agreement with consulting engineer Mark Popham for 2025 post-closure landfill monitoring.
Board members said the contract’s price rose by $300 compared with the prior term. A staff member told the board that monitoring will be done once a year, rather than twice, “because of Mark’s good work.” The staff member also said, “the price did go up by $300, which was not unexpected.”
The board discussed contingency planning if monitoring were to show problems. A board member asked whether the town had funds available if the monitoring identified issues that required further action. The staff member said the Massachusetts Department of Environmental Protection (MassDEP) would direct what must be done and that the town does not have contingency funds set aside for that possibility. The staff member said they could look into it further.
Mark Popham was described to the board as “our engineer” who “has great connections at DEP.” No additional technical changes to the agreement were reported during the meeting.
A board member made a motion to accept the proposal and another board member seconded the motion; the board proceeded to approve the renewal.
