The Mission City Council approved a resolution supporting the Mission Housing Authority’s (MHA) application to the Texas Department of Housing and Community Affairs (TDHCA) for 2025 competitive 9% low‑income housing tax credits for Conway Village.
A representative of the Mission Housing Authority told the council the application seeks to replace an 80-unit site that was decommissioned and demolished a little over a year ago. The housing authority said the state program includes a set‑aside category for replacement of lost affordable units and that applications compete at the state level rather than citywide.
The housing authority representative said housing providers release housing choice vouchers monthly but that families frequently cannot locate qualifying units in Mission. "We struggle dramatically. Every month we release vouchers out and unfortunately, there is not a huge affordable stock of units in our community," the representative said, describing voucher expirations when families cannot find suitable housing.
Staff noted the housing authority has already invested significant funds preparing the TDHCA application; the representative said each application typically requires an investment of approximately $70,000 to prepare.
Council approved the resolution supporting the Conway Village application. Staff and the city manager recommended approval.
