Councilmember Mink said she had received concerns from residents—especially in Leisure World—about provisions that could make governance of common-ownership communities more difficult and could discourage owners and residents from volunteering for boards. Staff said the bill sponsor, Delegate Spiegel, was aware of Leisure World’s concerns and working on amendments. Kathleen Boucher noted the bill left the delegation unanimously and would be heard in the House standing committee later in the week.
After discussion, Councilmember Mink moved to change the county’s position to a hold; a second was recorded and the council voted unanimously to adopt the hold. Staff will continue to track the sponsor’s amendments and report back to the council.
The county’s packet indicated the prior stance had been recorded as “held with support,” but several council members and residents raised practical governance concerns that led the council to clarify its posture as a hold pending amendment work.
