PRP Wine International on Feb. 24 sought a 3‑PS special‑use alcoholic beverage permit to allow off‑premises sales of beer, wine and liquor at a proposed warehouse and distribution location east of U.S. 301 and north of E. Martin Luther King Jr. Boulevard.
Applicant representative Jeff Dubins said PRP Wine conducts in‑home wine education and sells product from retail locations; the company employs about 20 people in the Tampa area and often organizes tastings tied to charity fundraisers. PRP Wine requested a distance‑separation waiver because staff found seven approved alcohol beverage permits within 1,000 feet of the proposed site, five of which are on the fairgrounds property.
Development Services staff (Caroline Petal) said the relevant code (cited in the staff report as "sec 611.11.D.5.c") restricts the number and types of alcohol permits within 1,000 feet. Staff noted that several of the nearby permits are located on the fairgrounds and one approved permit on North US‑301 is no longer active because the property is developed with a United Rentals location; staff concluded the request would not cause a significant land‑use impact and recommended approval.
No members of the public opposed the application on the record. Outside counsel Danny Edwards spoke in support on behalf of PRP Wine. The hearing officer closed the public hearing; she did not issue an on‑the‑record decision and said she will file a written ruling within 15 business days.
The special‑use application record includes the applicant's statements, staff findings, and the waiver request; any appeal would be limited to the hearing record.
