Representative Judy Boyle introduced RS 32,417 to the House State Affairs Committee, saying the draft would “ensure that state employees do not assist any outside entities against the state of Idaho in a legal matter.” Boyle told the committee she had identified at least three cases where state-paid personnel had been involved in actions she described as working against the state while being paid by it.
Representative Palmer moved to introduce RS 32,417. Representative Boyle said she was “open for questions” and briefly addressed whether legislators count as state employees; she said, “we are paid from the state of Idaho, so I think we're probably state employees,” though another committee member said the question was for another time.
The committee approved the motion to introduce RS 32,417; the item will be scheduled for a hearing so members can examine the bill’s language and any exceptions.
