Committee advances bill shifting aircraft-related apportionment duties to Service Oklahoma

Chairman Yac recognized Senator Hall to explain a committee substitute for Senate Bill 1108, which the sponsor said moves administrative responsibility for certain aircraft-related apportionments from the Oklahoma Tax Commission to Service Oklahoma.
"We are not changing any amounts. We're not changing any apportionments. It's just who's doing the duty with that," Senator Hall said, describing the change as an administrative reallocation of duties rather than a funding change. Hall told the committee the original bill focused on aircraft apportionments but the committee substitute consolidated multiple apportionments duties under Service Oklahoma.
The committee considered the bill without extended debate. A motion to report the committee substitute with a do-pass recommendation was seconded and, on roll call, the measure passed unanimously by voice vote or roll call as recorded: 8 ayes and 0 nays. The committee record shows the do-pass motion was brought by the vice chair with a second from Senator Hines.
With that vote, the committee advanced the committee substitute for Senate Bill 1108 to the next stage of the legislative process.
