Monroe County commissioners approve $54,950 contract to replace Justice Building HVAC controls, pending legal review

Monroe County commissioners voted Thursday to accept a $54,950 proposal from HFI to furnish and install new controllers and field devices to connect the Justice Building’s central heating and cooling equipment to supervisory software on a recently installed server.
The work is intended to restore and improve communication between sensors, field devices and the building automation system after a recent loss of communications. Richard Kreider, Building and Fleet Manager, told commissioners that Harrow Fish completed phase 1 of moving controls and software to a new server and that a loss of communications this week made phase 2 urgent.
Kreider said the project covers controllers and field devices that will command the chiller, cooling tower, boilers and pumps and will connect to supervisor software on the new server. A county commissioner moved to accept the proposal from HFI using funds from Cumulative Capital Fund number 1138; another commissioner seconded. The motion was amended on the floor to make approval contingent on legal review, and the board voted to approve the amended motion by voice, with all three commissioners voting yes.
No specific contract start date or project schedule was provided at the work session; the packet identifies the vendor in shorthand as “HFI” and refers to Harrow Fish earlier in the presentation. County staff confirmed legal will review the contract before final execution.
The vote was taken during the Fleet and Facilities portion of the Feb. 20 work session.
