FDOT outlines timeline for State Road 710 widening; signal study at Allapattah to be completed by June

Florida Department of Transportation officials gave the Martin County MPO governing board a project update on plans to widen State Road 710 through Indiantown and on a county-requested study of a possible traffic signal at Southwest Allapattah Road.
FDOT said the segment under discussion would be widened from two to four lanes with a narrower 22-foot median and 10-foot shared-use paths on both sides, drainage and lighting improvements and intersection upgrades at County Road 609, Allapattah Road and Indian Wood Drive. Rob Lopez, FDOT District 4, said the agency expects to complete a signal warrant study and an intersection control evaluation for Allapattah by June 2025. Those studies will determine whether a signal is justified now or whether it should be installed as part of the widening project.
The department gave an overall schedule that shows 30% design by September 2025, constructability plans by June 2026, bid-ready plans by March 2027 and final design in September 2027; construction is currently programmed with a letting in July 2029. Lopez said the one-mile segment’s construction would likely run a little under two years once work starts.
Board members pressed FDOT on timing and the route’s safety record. Mayor Carmine DePaolo urged the agency to consider reconfiguring Allapattah so it aligns with Martin Luther King Jr. Drive before the large Terre Lago development advances, arguing a single four‑way intersection could better handle future traffic. Lopez and MPO staff said Allapattah is a county road and that the county would have to consider alignment changes, although FDOT said it could partner on funding if the county elects to move forward.
Lopez said the signal’s timing will depend on whether current conditions or future development (including Terre Lago) produce the warrant. “If it’s warranted today based on existing conditions, the department will try to find a way to make it happen as soon as we can,” he said. If the warrant is tied to future growth, FDOT said it may be installed as part of the widening project.
The board did not take formal action on the project at this meeting; FDOT noted the project is split into segments in order to advance funding and that portions remain unfunded for construction.
