Council tables library policy package pending resolution of art policy

The Fergus Falls City Council voted to set aside a package of library policies after council members said the packet was incomplete: one policy in the package (an artist-display contract) refers to an art policy the Library Board has not finalized.
Council Member Scott Kwame asked that the package be held until the library finishes its review of the art policy; he noted the board had tabled the art policy at its February meeting and that the artist-display contract references that art policy. Gail (Library Board representative) told the council the board chose to delay action to allow more time for deliberation and because the board president was absent at the last meeting.
Library staff said policy revisions typically receive at least two readings when altered and that the library will continue reviewing the art policy; staff indicated they will likely bring policy packages forward on a quarterly basis when multiple policies are ready.
Council members voted to table the library policy package until the art policy work is complete.
