The court approved the sheriff's 2024 annual fee settlement "subject to audit" after a motion by Ralph Charles and a second by Shane Parker; the record shows the court carried the motion by voice vote. The county presented a proposed amendment to the Montgomery County Animal Shelter's policy on reclaimed and boarding fees. The proposal would set the first reclaimed fee at $25 (current policy), raise the second reclaimed fee to $50 and set a third and subsequent reclaimed fee at $100. The amendment also would impose a $6 daily boarding fee after a mandatory five-day hold period. County staff clarified current practice: reclaimed fees are $25 on retrieval, the shelter holds animals for five days under the cited Kentucky statute, and staff or jailer can waive reclaimed fees in certain circumstances (for example, when a microchip is scanned and the owner reclaims the animal outside the shelter). Several court members expressed concerns about setting a timeline for defining a "first-time" offense and about how fee waivers are implemented. Because the court requested more discussion and clarification, Ralph Charles moved to table the amendment until the next month; Shane Parker seconded the motion and the court carried the motion by voice vote.
No change to the animal-shelter policy was adopted at the meeting; staff were asked to provide more detail to the court before the amendment returns for a vote.
