Planning Commission recommends PUD rezoning to allow small auto sales lot at 2845 SE Indiana

The City of Topeka Planning Commission on Feb. 17 recommended reclassifying a 0.24-acre parcel at 2845 Southeast Indiana to a planned unit development to allow limited automobile sales and related uses.
Planning staff told commissioners the reclassification would change the site from R-2 single-family zoning (with a conditional use permit for automobile service granted in 1984) to a PUD with O&I-2 (office and institutional)–type uses. Staff said the proposed PUD would allow auto sales limited to no more than five vehicles on site at a time plus automobile service (type 2), contractor shop uses and personal services. Staff recommended approval, with the conditions to be included in an ordinance that the governing body will consider next month.
The change is intended to allow the property owner flexibility to reuse an existing commercial building that predates annexation into the city (staff said the building was constructed in 1950 and the property was annexed in 1959). Staff noted the site sits on the edge of the Central Highland Park and Highcrest neighborhoods and that adjacent parcels are mostly R-2 single-family except for a C-2 parcel to the south that already carries auto-sales PUD zoning.
Cassandra Hutchinson, representing Tippeka Renovations, said the business plans to sell affordable vehicles to families in the Highcrest area. “I’m a single mom with 3 kids … they want to make cars affordable that will actually last,” Hutchinson said.
Commissioners discussed traffic-engineering comments and ingress/egress on SE 20th Street. Commissioner Cowell asked whether the site's access is from SE 20th; staff responded that exit onto the alley was not proposed and that the traffic-engineering comments included notes on the packet's annotated site sketch.
With no public testimony, the commission voted to recommend approval. The roll-call for the recommendation recorded aye votes from: Mr. Lolli; Ms. Nelson; Ms. Heron; Mr. Brooks; Mr. Cowell; Mr. Neger; Ms. Pearson; Mr. Mach; and Ms. Hannan. The motion passed and the item will proceed to the governing body for final action by ordinance.
The staff report and conditions will be incorporated into the ordinance; the commission’s action is a recommendation only and does not itself change the zoning until the governing body adopts the ordinance.
