Coweta County commissioners voted unanimously on Jan. 23 to grant a six‑month extension to the developer of 869 Poplar Road, Newnan (REZ22‑005), allowing the applicant additional time to obtain a building permit required under a previous rezoning condition.
What the record shows: Community Development staff told the board construction drawings had been approved with conditions and a land‑disturbance permit (LDP) had been created but redlined pending transportation‑related right‑of‑way work and an amount‑for‑bond estimate from GDOT. Staff reported the applicant had submitted a commercial demolition permit the week prior and that the demo permit was issued the day before the meeting.
Applicant Abid Siraj Khutliwala told commissioners he had redesigned plans after appraisal and cost challenges, had received transportation approvals and expected to submit a performance bond “probably tomorrow,” after which the preconstruction meeting and building plan submittal process could proceed. Khutliwala asked for six months “to be on the safe side.”
Commissioners noted past extensions on this long‑running file and one commissioner warned it might be the last extension if the developer again returns without progress. Staff said if the applicant met the conditions and obtained the building permit within about 30–45 calendar days, condition No. 5 (the requirement at issue) would be satisfied; staff also confirmed health‑permit timing could extend that schedule and the board accepted the applicant’s request for six months as a safe window. The motion to grant the six‑month extension passed unanimously.
Next steps: Applicant to submit the performance bond and complete the remaining permit submittals (demolition, LDP, building permit, health permit). Community Development will invoice fees and schedule a preconstruction meeting once conditions are satisfied.
