The site sits at the corner of Cedar Shoals and Gainesville Road within the Gaines School Road corridor overlay.
Bruce Lani described the PD as adopted in 1978 and noted that current code requires many of the same design elements the PD originally intended; the applicant seeks removal of the PD so the design can meet the modern overlay standards rather than be tied to the 1978 PD layouts.
The submitted concept plan showed building placement pulled to the front, parking to side and rear and a stormwater detention facility located between the building and Gaines School Road. Planning staff and the Planning Commission found the use compatible with the Main Street Business future‑land‑use designation and recommended approval with a condition: allow the stormwater detention facility to be used as eligible planting area for street trees, subject to the ACC arborist and Transportation & Public Works determination that selected tree species are compatible with the stormwater facility function.
Developer representative Luke Strickland said he was available to answer questions; commissioners asked about driveway alignment and potential right‑of‑way dedication during plan review. Commissioner Davenport said the clinic would fill an East‑Side medical need and supported the Planning Commission recommendation. No final Commission vote was taken during the agenda‑setting session.
