Commission signs off on SPLOST 2018 park renovations, network and splash contracts

The items, approved unanimously and placed on the meeting’s consent agenda, include contractor awards for park renovations, technology and public-safety work, splash management services and a consolidation of under‑budget project funds.
Key approvals included: - Spillers Design and Construction LLC — renovation of Frank Johnson Recreation Center (amount listed in packet: $22,047,412) to add meeting space, a workout/weight room, playgrounds, pavilions, expanded parking, ball‑field and pool-area work. - Turner Construction Management LLC — renovation of Memorial Recreation Center, $1,100,000, focusing mainly on exterior site work, fields, parking, pickleball and basketball courts, bleachers and pool‑deck work. - Pro Construction of Georgia LLC — Fillmore Thomas Park renovations, $506,535, including a second pavilion, drainage fixes, new restroom facility, splash‑pad enclosure considerations and lighting/camera security. - 1 Accord Technologies — network configuration services for Macon‑Bibb fire stations, $260,000.13 (paid from 2018 SPLOST public-safety line). - Rum Creek Enterprises LLC — splash management services, $170,000 (paid from SPLOST funds). - Williams Communications — electric supply repairs for a radio tower, $142,219.72 (public‑safety line).
SPLOST coordinator Clay Murphy and Parks Director Robert Walker answered commissioners’ questions about timelines, accessibility features and security measures. Murphy said much of the work aims to finish phases started under the 2012 and 2018 SPLOST packages and that some remaining under‑budget funds will be redirected within SPLOST categories after projects are declared substantially complete. The commission approved a resolution designating certain projects complete and authorizing the reapportionment of $475,418 among SPLOST projects.
Commissioners and staff emphasized scheduling to avoid interrupting summer recreation programs; Murphy said many contracts are short‑duration (approximately 150 days) and staff will coordinate construction timing with Recreation Department needs.
Votes at a glance: all SPLOST contracts and the consolidation/resolution were approved unanimously and will be included on the consent agenda.
