The Terrebonne Parish School Board approved awarding a 16-month contract for milk products to New Dairy, APCO, doing business as Borden Dairy, covering Feb. 19, 2025, through June 30, 2026, pending the standard procurement reviews.
Board documents presented the recommended award to New Dairy, APCO (DBA Borden Dairy) as the lowest bid meeting specifications for the period stated on the agenda. The motion to approve was moved by Roger Dale DeHart and seconded by Mr. Crowdas; the motion was announced as passing with no roll-call tally read into the transcript.
Board member Matthew Ford asked why the contract term was 16 months rather than the usual two years. Ms. Walters, identified in the meeting as a staff member, explained that a vendor the district had previously done business with (La Flor) had gone out of business and that Borden had been delivering milk while procurement staff re-bid the contract. "Rather than do a 6 month bid here, we tacked it on and made a 16 month bid to cover the rest of this year and all of next year," Walters said.
Ms. Walters said counsel advised the district to put out the bid after competing vendors raised issues following the holiday break; the 16-month term was intended to bridge the current year and the next school year's procurement cycle.
The board voted to approve the recommendation and authorized the superintendent or board president to sign necessary documents pending attorney review; the transcript does not include a roll-call vote tally.
