Betsy Abraham, legislative counsel, told the Education and Economic Development Committee that Orange County will open its annual 30-day submission window for agricultural district inclusion from March 1 through March 30.
Abraham said the clerk of the legislature should publish a notice to allow landowners to request inclusion in Agricultural District Number 1. The county planning department will accept applications and a copy of the tax map showing the parcel; after the 30-day filing period the Orange County Agricultural and Farmland Protection Board has 30 days to review requests and make recommendations to the legislature. Abraham told the committee the application form should be available on orangecountygov.com through the planning department and provided a phone contact for assistance (845-615-3840).
The presentation described the two statutory review criteria the board uses: whether the land meets the State agricultural districts law definition of viable agricultural land and whether inclusion would serve the public interest in maintaining a viable agricultural industry within the district. Abraham said the board’s recommendations will be forwarded to the legislature for a public hearing and final action. The transcript does not record a later vote on the clerk-direction resolution in this meeting record.
Ending: The committee received the procedural briefing and the county will proceed with the March notice and application period as described by counsel.
