Putnam County’s Audit & Administration Committee pressed the county law department Jan. 27 for clearer billing and justification of rising outside counsel costs and voted to defer action on an additional $150,000 funding request for outside legal services.
Committee members, led by several legislators, said outside-counsel spending exceeded the county attorney’s original outside-legal-services budget for 2024. The chair said the law department’s outside-counsel budget had been increased during the year and that overall outside-counsel spending of roughly $650,000 for the year exceeded the original $300,000 appropriation. Legislators requested clear, legible invoice copies and a breakdown tying outside counsel bills to specific cases.
Committee members described several drivers for the higher spending, including the Putnam Valley road litigation, contract settlements and other matters that generated outside counsel invoices. Several legislators asked for a confidential memo and for the law department to provide more detailed backup between meetings; the law department advised some topics could require executive session when they involve pending litigation.
After discussion, a motion to table the additional $150,000 request for outside counsel and refer it to the Rules Committee for further review passed by voice vote. Committee members emphasized the need to pay outstanding bills while also providing more transparency to the legislature and the public.
