Rules committee debates rescinding recently adopted legislative manual; public review scheduled

The Putnam County Legislature rules committee discussed revisions to the county’s legislative manual during its Jan. 27 meeting and set a public committee meeting to continue work.
The committee chair said the manual—adopted at the full board meeting earlier in January—generated substantial feedback from colleagues and constituents. He told the committee he had met with department heads, including the personnel director, and planned to meet deputy county attorneys on Feb. 14 to review suggested changes.
One legislator proposed a motion on the floor to rescind the newly adopted manual and temporarily reinstate the prior (original) manual until the committee could work further with public input. The motion drew support from at least one speaker but lacked a proper second from a rules-committee member and did not proceed as a committee vote that night.
The chairman said the manual will appear on the next rules committee agenda—tentatively Feb. 20—for open discussion. He asked that the personnel director and the law department attend that meeting to present recommendations. The chair also noted the committee’s oversight role for boards it appoints and said he would meet with appointed boards such as the plumbing and electrical boards to get up to speed.
