Committee approves multiple departmental grants, contracts and program renewals across Saratoga County
Summary
The Law and Finance Committee approved a series of departmental budget amendments, grant acceptances and vendor contracts covering health, airport, buildings, human resources, public safety, economic development and trails/open-space items.
The Saratoga County Law and Finance Committee on Feb. 12 approved multiple departmental items including state and federal grants, vendor contracts, and program renewals across county departments.
Health and Human Services: County staff reported amendments to Resolution 249 of 2024 to accept an NYS Office of Addiction Services and Supports grant to RISE Housing and Support Services totaling $817,005 (including $217,005 in one-time startup funding and $600,000 in annual state aid) to implement a 20-bed rehabilitation-level program; agreements with youth team sports providers totaling $95,505 to support youth development; renewal agreements for expanded in-home services for the elderly through three home care agencies (state-funded); and an American Rescue Plan/Adult Protective Services grant of $20,494 to improve the adult protective services unit (including $9,831 to increase fund balance).
Airport improvement: The committee accepted two Federal FY2024 Airport Improvement Program grants administered through the NYS Department of Transportation for rehabilitation of the airport’s western apron, totaling $48,945 and $25,000.
Buildings and grounds: An agreement with Healthy Solutions Property Services LLC was authorized for cleaning services at the county mental health facility and sheriff substations; the budget will be amended to authorize related expenses and reduce fund balance by $34,605. The contract includes three one-year renewal options.
Human resources and insurance: The committee approved updates to the county’s policy and procedure manual to revise jury duty and workers’ compensation policies to align with current practices and laws, and extended workers’ compensation coverage to members of the county’s volunteer fire investigation unit.
Public safety: The committee accepted a New York State Division of Criminal Justice Services grant for an ignition interlock device monitoring program ($23,391); an Office of Indigent Legal Services fourth-counsel-at-first-appearance grant ($346,290.06) to cover stipends and mileage for on-call attorneys; and a FY2024 Statewide Interoperable Communications grant from NYS Division of Homeland Security and Emergency Services of $766,246 for communications equipment and maintenance.
Economic development: The committee authorized the transfer of $22,638.46 from the economic development grant reserve to pay 2024 grants for Day, Greenfield and Hadley, and authorized a memorandum of understanding with Warren County to act as a subrecipient on a U.S. Department of Labor childcare-expansion grant; Saratoga County would be reimbursed up to $13,850 for training and supportive services.
Trails and open space: The committee authorized transferring $50,000 from the open space reserve to pay a 2022 Town of Milton Open Space Grant, set a public hearing on March 12, 2025 to consider inclusions into the Saratoga County Consolidated Agricultural District No. 2, and authorized a permanent easement conveyance to Mechanicsville City School District for vehicular and drainage maintenance access across the Zim Smith Trail Elizabeth Street parking lot.
