Saratoga County airport committee appoints Scott Ostrander, accepts state matches for two DOT grants

Saratoga County’s Airport Improvement Committee on Feb. 4 appointed Scott Ostrander of Milton as vice chair and unanimously approved acceptance of two state grant matches totaling $73,945 tied to federal Airport Improvement Program grants for terminal construction and apron rehabilitation.
The approvals came during routine business at the committee’s meeting and included acceptance of a $48,945 state match for a previously authorized federal grant and a $25,000 state match for a separate federal grant covering apron rehabilitation.
County staff described the vote as a housekeeping action. “This is a housekeeping item to accept [the] state match for a federal grant,” a county staff member said, adding that the federal grant tied to the $48,945 match was part of Resolution 101-48 (2024) and that the total federal award for that project was $881,000. The staff member said the county’s share equals the state match and that no budget amendment is necessary because the funding is already included in the 2025 budget.
Committee members approved the second state match of $25,000 for a $450,000 federal grant that staff said will fund part of the rehabilitation of the western itinerant apron in front of the new terminal building; the county’s match for that grant is also $25,000, staff said.
The committee also approved the minutes from its Dec. 3 meeting and accepted the chair’s appointment of Scott Ostrander, identified in the meeting as chair of Buildings and Grounds and a resident of Milton, to serve as vice chair of the Airport Improvement Committee.
On project progress, county staff reported the terminal construction is moving along on schedule and on budget and that the committee is still “anticipating substantial completion in May,” the staff member said. Staff said work is active inside the building, with roughly 70 to 80 people at times working indoors, and that the exterior work is nearly complete; a committee member noted the outside is “totally closed off” except for two remaining panels.
No new funding approvals or budget amendments were required at the meeting, according to county staff.
The committee adjourned after the votes. A date for the next meeting was not specified during the session recorded in the transcript.
