Strafford County conservation district seeks operating support as local projects and equipment rentals expand

Leila, manager of the Strafford County Conservation District, told the county subcommittee the district is a volunteer‑supervisor body dating to 1946 that helps landowners with conservation work, water quality, soil health, pollinator habitat and invasive species.
Leila said the district runs a specialty equipment‑rental program launched in 2012 that now has 15 pieces of equipment and generated about $10,000 in orders so far for the current plant sale (137 orders). She said equipment is chosen to provide conservation-capable machinery that small farms cannot afford and that rental demand fluctuates with weather and farm schedules.
She described a culvert replacement project in Milton funded largely by grants: a $95,000 New Hampshire Department of Environmental Services Aquatic Resource Mitigation Fund award, $25,000 from the Moose Plate Conservation Grant Program and $10,000 from the New Hampshire Charitable Fund. Leila said conservation grants typically fund project costs rather than overhead; county funding provides office and staff continuity that helps the district secure grant dollars and administer projects.
Committee members asked about the share of county funding that covers management and administration; Leila said a portion of her salary is supported by the county and that county funds stabilize the district’s ability to bring in external grants.
No formal action on the district’s county funding request occurred at the hearing; the subcommittee will include the request in its budget recommendation.
