Committee approves introduction to move governor’s budget delivery date earlier

Representative Heather Scott told the Ways and Means Committee RS32148C1 would move the governor’s budget delivery date to on or before Dec. 1 so the Legislative Services Office and JFAC could review the governor’s proposal before session. “It allows more time for the legislature to examine the governor’s budget before we get into session,” Scott said.
Scott said she did not consult the governor’s office on this bill, adding that “the governor is supposed to implement law, not write law” and that hearings are for input. Members across the committee expressed support for giving legislative staff and incoming JFAC members more time to analyze budgets; Representative Crane said it would help staff “have Christmas, have New Year's with their family.” Representative Birch said he supported the motion but regretted that colleagues were not consulted in advance.
The committee voted to introduce RS32148C1 by voice vote; the bill will proceed to further hearings for statutory drafting and any executive-branch comment.
