BOISE — Representative Joe Alfieri introduced RS 32369 to the House State Affairs Committee, proposing that five of the seven members of the State Board of Education be elected by district, with two remaining gubernatorial appointees. The committee voted to introduce the request for further drafting.
"We would divide the state into five districts and people would run for those positions," Alfieri said, describing the change from the current appointment structure. Alfieri said the measure would retain two gubernatorial appointees and include a stipend of $12,000 per board member and travel costs to ensure statewide representation.
Representative Crane asked whether the stipend would be reimbursable or more like a salary; Alfieri replied the stipend would be "more like a salary." Representative Mickelson asked whether the positions would run along party lines; Alfieri said that question was not defined in the request.
Representative Crane moved to introduce RS 32369. The committee took a voice vote and the motion carried. The request will be drafted into bill language for future committee consideration.
