Committee introduces RS32084 to require E-Verify for new hires; sponsor asks for post-drafting fixes

Representative Jordan Redmond of District 3 presented RS32084 to the House State Affairs Committee, proposing an addition to Idaho employment law that would require employers to use E-Verify for each new hire to verify lawful employment status.
“This RS fits in well with the new administration’s agenda,” Representative Jordan Redmond said, and he noted that Idaho already requires E-Verify for certain state contractors by executive order.
Representative Mickelson moved to return the RS to the sponsor, citing concerns with “bounty provisions” on page 3 and a statement of purpose that the sponsor labeled “no fiscal impact” despite language that would add staff costs. Mickelson told the committee she wanted the sponsor to correct those issues “before we have a full bill hearing.”
The committee first considered a substitute motion to hold the RS in committee (which failed), then returned to the original motion to introduce RS32084. Representative Scott moved to introduce the RS; after discussion the motion to introduce carried on a voice vote.
No formal amendments were adopted in the introductory proceeding; the committee recorded votes on the substitute motion in the transcript (some members were recorded as voting on the substitute). The RS will next be prepared for a bill draft and a subsequent hearing.
