Representative Steve Miller introduced a request series (RS 32255) to the House State Affairs Committee to recognize gold and silver as specie and to allow willing buyers and sellers to use those metals as legal tender.
Miller told the committee, "It does not force or impose anyone at any time to be required to utilize silver or gold as a legal tender. It is strictly by their by their option to do so." He said the draft defines entities covered and that the bill would declare gold and silver "official legal tender" under certain circumstances.
The measure, as Miller described it, would not compel transactions in gold or silver but would establish that the metals can be used "in payment of debts" and would clarify the definition of entities and of debt in the statute. Miller said he had "floated this through the AG's office" and did not expect a legal barrier under current statutes.
Representative Scott moved to introduce RS 32255; the committee approved the motion by voice vote. The chair declared the motion carried and said the item "will be done." No formal roll-call vote was recorded for the introduction.
The introduction was procedural; no committee amendments or final substantive action on the measure were taken during the hearing.
