Council adopts ordinance authorizing up to $7 million loan for water works revenue bond to finish lead service-line replacements

Batavia City Council on Feb. 17 adopted an ordinance authorizing the City to issue water-works revenue bonds in an amount not to exceed $7,000,000 to secure a loan through the Illinois Public Water Supply Loan Program for continued lead service-line replacement work.
City staff explained the project began about four years ago when the water department and Engineering Enterprises, Inc. (EEI) inventoried lead service lines and designed a replacement program. The first round of state assistance included $4 million in forgivable loans (treated as grant funding). Subsequent rounds are loans with a 30-year repayment term at 0% interest, the city said; the debt service will be paid from utility rates. Council and staff said the city need not borrow the full $7 million if less is needed.
Council members praised the program and said Batavia’s approach has been used as a model by other communities. A motion to adopt the ordinance passed on roll call vote, recorded as 10 yes, 0 no, 4 absent.
City staff identified Laura (presenter) and Jeremy Barcay of the water department and consultant EEI as principal participants in the program’s design and implementation.
