The Development Review Committee (DRC) on Feb. 19 reviewed a request to change the future land use and rezone a vacant 9.63-acre property at 2501 Rock Springs Road, directly across from Rock Springs Elementary School, as part of a planned annexation into the city.
City staff said the site is currently vacant and zoned rural under Orange County, and that the applicant seeks a future land use of Residential Low Suburban (listed in the submission as allowing 3.5 dwelling units per acre) and a city zoning designation of RSF-1B (listed as allowing up to 5 dwelling units per acre). June Son was identified as the project manager for the application.
The applicant, Mitch Collins, told the DRC that no final subdivision plan has been prepared and that the proposal contemplates single-family homes — “no duplexes, no apartments,” he said. Collins estimated the project would include “around somewhere near 20, 21 units.” Staff and committee members asked whether that planned density is consistent with the subdivisions across Rock Springs Road; Collins said he believes the proposed development would be “pretty much in compliance with what they have across the street.”
Police, fire and building-review participants said they had no substantive comments during the DRC session. City staff reminded the committee and the applicant that the rezoning request is contingent on annexation: if the annexation petition does not succeed, the zoning change would be moot.
No formal vote or final decision was recorded at the DRC meeting. The city project manager indicated the item will proceed through the city’s annexation process before being considered by the planning commission and city council, as applicable.
