Bond update: Montgomery ISD’s CTE building moves ahead; Creekside terrazzo problems remain under review

Facilities director Mr. Mansfield (presenting) said the district has spent about $213 million of bond funds to date and has roughly $113 million remaining for committed work. On CTE, Mansfield said the site is advancing: permanent power and chillers are installed, terrazzo and polished concrete schedules are set, kitchen hood systems were delivered and exterior landscaping and tree planting required by the city are completed.
Creekside Elementary remains occupied but has punch‑list items, Mansfield said, and the district is examining cracks in the building’s cementitious terrazzo. Contractors and design consultants have performed mock‑ups and proposed remedies ranging from epoxy repairs and sealing to, if necessary, removing and reinstalling flooring. Mansfield said the district currently holds about $2.6 million in retainage on bond projects and that an estimated $800,000 would cover more substantial terrazzo remediation if removal and reinstall were required. “We have enough to finish what we promised,” Mansfield said.
Other updates: the CTE ag barn and welding/auto bays are taking shape, the transportation fuel center has weather‑related delays but a contractor recovery schedule is in place, and athletic complex renovation work (locker rooms, sidewalks, netting and field work) is proceeding on schedule where weather allows. Contractors and the district are coordinating summer work to minimize disruption to campuses.
Why it matters: The bond program includes major campus renovations and new facilities with a multi‑year construction schedule. Retainage and punch‑list processes, including repair options for the terrazzo at Creekside, are part of standard construction oversight; trustees asked for careful remediation and to withhold final payments until satisfied.
Bottom line: Major bond projects — especially the CTE complex — are advancing; the district is actively managing quality issues at Creekside and holding retainage as remediation options are evaluated.
