The Hilliard Board of Zoning Appeals on Feb. 20 approved a variance to raise the maximum permitted height in the M1 Restricted Industrial District from 45 feet to roughly 62.5–65 feet to permit three food ingredient silos at Rich Products’ plant at 4600 Northwest Parkway.
Board approval came after staff described the proposal and recommended a conditional approval. Staff said the facility would place the silos behind the existing building, in a location intended to minimize visual and site impact, and recommended that the applicant obtain a zoning certificate and building permit before construction.
The proposal calls for four silos in total; staff noted one silo (for sugar) would comply with the 45-foot limit while three silos would exceed that standard. Staff and the applicant told the board the silos are intended to move some ingredient storage outside the building to reduce combustible dust risks and to increase on-site capacity. Matthew Smith, plant manager at Rich Products, said the silos increase capacity for two types of flour and granulated sugar, saying the plan would provide “roughly twice as much capacity” for those ingredients. Architect Sean Bogenerife said one of the silos is shown as a future unit and that the site layout is intended to minimize impact.
After discussion the board voted to approve a variance from Hilliard Code 113.03(b) to increase the maximum permitted height in the M1 Restricted Industrial District for the silos. The clerk’s roll call as recorded in the meeting transcript shows all members voting yes: Mr. Steele, President Deisel, Mr. Mills, Mr. McGee, Vice President Barfield, Mr. Antle and Mr. Epling. The motion carried 7–0.
The board’s approval was conditioned on the staff recommendation; staff reiterated that the applicant must secure required zoning and building permits before beginning construction. The project will proceed next through the permitting process and building-permit review.
