New Franklin City Council unanimously adopted a resolution authorizing a $250,000 transfer from the general fund to the police district fund, the council said, to align cash flow with expected property tax receipts and avoid a negative balance.
Councilmembers described the transfer as routine and part of the city’s established practice of making periodic transfers rather than a single large movement of funds.
During the finance committee discussion, a councilmember asked why the transfer carries an effective date of Jan. 31. A staff member explained that receipts for the month were not yet finalized and that the retroactive effective date prevents the police fund from showing a negative balance if the transfer were recorded later. The staff member said the city has historically staggered transfers in amounts similar to $200,000–$250,000 to avoid draining the general fund at once and to match the timing of county property tax payments.
The resolution was assigned to the finance committee and was adopted by a 7–0 vote. Council members said they will continue the practice of timed transfers tied to receipts and that departments will report back as needed.
