The board approved permits pending completion of items such as health-department approval and a certificate of occupancy for Afro Vibe Lounge (10 45 Maryville Pike), Captain Scribe (408–34 North Portway), Dragonfly Aerial & Circus Art Studio (509A Dutch Valley Drive), Fairfield Inn & Suites (5620 Merchant Center Boulevard), Mother Bar (15 Emery Place), OASIS (6510 Chapman Highway), Tailgating for a Cause (event applicant, address on file), ARC Knox County benefit concert (3000 North Central), Young Williams Bridal Center Mardi Gras event (3201 Division Street), and Chuck E. Cheese (8225 Kingston Pike). Board staff told applicants that an "approved pending final documentation" decision means one or more requirements remain incomplete and that applicants must bring completed documents to the Business Tax Office during regular business hours.
The board discussed Afro Vibe Lounge at length after questions from Vice Mayor Smith about prior operations at the location. Vice Mayor Smith said, "I do ask you to learn from that and make sure that this operation is, is good to the neighbors around us." Councilman Roberto referenced a court order; a city law department representative, Mr. Frost, said he had provided the board with a copy of a final order and, after consulting with city counsel, advised that the permanent injunction entered in Knox County Court does not prevent issuance of a beer permit "provided [the applicant] meets all the other applicable requirements." The board approved Afro Vibe Lounge's permit pending final documentation.
Two agenda items (6H and 6I) were postponed to a special beer board meeting on March 4 so the applicants could complete background checks in time for an event scheduled March 8. A separate item (6J) was postponed to the March 18 regular meeting. The board moved and voted on the postponements and approvals during the meeting; when votes were called board members responded in the affirmative and the chair declared the motions carried.
Several applicants noted upcoming events tied to their permit requests. Dragonfly Aerial & Circus Art Studio said it would hold a fundraising gala March 1. Young Williams Bridal Center described its 18th annual Mardi Gras event with a parade that moves through the Old City to World's Fair Park and more than 100 vendors. Tailgating for a Cause said its event is part of Knoxville Bridal Fest on June 21 and will raise funds for Cure Dé Shen.
Board staff and Officer Presley noted missing items on some files, most commonly health-department approval and a certificate of occupancy. Applicants granted approval pending final documentation were told they may pick up permits at the end of the meeting once outstanding paperwork is complete.
Seeing no further business, the chair adjourned the board.
