Council approves budget amendment, historic-preservation rule change, depository authority and appointments; invoices cleared

The council also approved ordinance O-25-006, a second-and-final-reading ordinance that modifies the Sunston Historic Preservation Commission membership structure to allow people who live outside the city limits to serve on the commission. The measure passed on the council’s third call.
Councilors approved Resolution R-25-007 to establish depository and signatory authorities for city accounts. Teresa (city staff member) summarized that the resolution requires two signatures — among the acting mayor, acting city manager and acting treasurer — on checks or drafts drawn against a depository; it adds the city manager to the list of signatories to ease administrative burdens.
The council confirmed several appointments by unanimous vote: Dan Jager to fill an unexpired three-year term ending July 31, 2027; Rodney Johnson to fill an unexpired two-year term ending April 30, 2026; Tess Heidenreich to fill an unexpired three-year term on the Bike and Pedestrian Commission ending June 30, 2025; and reappointments of Ian Cardosi and Michael Wentz to the Planning and Zoning Commission for terms ending June 30, 2027.
City Clerk Janet Henning presented and the council approved invoices covering the departments of accounts and finances ($121,816.01), streets and public improvements ($186,524.13), public safety ($212,771.84) and public property and utilities ($962,931.30), for a grand total of $1,484,043.28.
All votes on the listed items were taken by roll call or third call and recorded as affirmative; no votes against or abstentions were recorded in the meeting minutes provided.
