Commission approves limited assignment of city audit contract from MSLPA to Forvis Mazars LLP

The City Commission unanimously approved a limited assignment and amendment on Feb. 20 to transfer the City of Dunedin’s existing three-year audit contract from Moore, Stevens, Loveless, P.A. (MSLPA) to Forvis Mazars LLP, after the acquiring firm purchased certain assets of MSLPA on Nov. 1, 2024.
Finance Director Les Tyler told the commission the city selected MSLPA following a formal RFP process in mid-2024 and that MSLPA had been the top-ranked proposer. Tyler said that when Forvis Mazars LLP acquired assets and a number of the MSLPA audit-team members, the same personnel who have performed Dunedin’s audit would continue under the new firm and that there would be no changes to audit fees or terms in the current engagement.
A member of the public, Laurie (Lori) Scott, spoke during public comment and urged approval but recommended a stipulation that the contract be voidable if the original MSLPA staff who had been assigned to Dunedin did not continue with the new firm. Tyler and other staff said the audit team that worked on the city’s engagements would remain the same under the assignment and that staff recommended approving the limited assignment.
The commission passed the motion on a unanimous roll call vote. Commissioners expressed support for continuity in audit services and noted the importance of an independent annual audit in meeting state law requirements for municipalities.
