The State Building Code Council Legislative Committee discussed SP 5552 on Feb. 20, 2025, a bill that would require provisions for "kit homes" in the building code by Dec. 30, 2025. Committee members and staff examined how the bill defines kit or prefabricated assemblies and how existing standards and agency roles would apply.
Dustin, the staff presenter, said the bill sets a due date to incorporate kit-home provisions for the building codes, focusing primarily on the building shell (not mechanical, electrical, or plumbing). Committee members asked whether the bill intends to cover factory-built assemblies and components that could create an up-to-800-square-foot dwelling; one member observed that the size would be similar to many accessory dwelling units.
Todd, a committee participant, noted ANSI standards developed in recent years that address factory prefabrication of assemblies and said other states (Colorado cited) have adopted similar approaches through enforcement agencies rather than code adoption alone. Todd said it remains unclear whether the sponsor expects L&I (Labor & Industries) or local jurisdictions to certify assemblies or whether the SBCC should add code references to accept factory-built components.
Committee members also discussed a now-removed draft provision that would have imposed a $150-per-square-foot limit; Dustin confirmed an amendment striker was expected that deletes the $150 limit and an associated emergency clause. On that point Dustin said, "The striker removes it," and the committee noted the emergent language was no longer on the current draft.
Members agreed staff would continue outreach with the bill sponsor to explain relevant ANSI standards and to ensure any SBCC tasking on kit homes is achievable within the council’s technical processes. No formal council action occurred at the meeting.
Staff said they will continue to share technical guidance with the sponsor and will monitor related IRC/IBC amendments that may be proposed for the 2027 cycle.
