County staff report unsafe property, shelter troubles, 911 technology updates and juvenile facility contract work

County staff reported several service updates at the Feb. 20 Jefferson County commissioners meeting, including an unsafe-property case, animal-shelter operational issues, 911/dispatch technology work, an initial small-business grant response and a juvenile facility contract in draft form.
On an unsafe-building item, staff member Josh reported the property at 8231 West Kent had been sold and that the previous occupant had not picked up a mailed notice. He said the site now contains multiple trailers that appear to be lived in and suggested the county may need to refer the matter to the county's appropriate public commission for further action; no enforcement motion was made at the meeting.
Animal-shelter staff reported frozen water supplies to the shelter earlier in the week and said staff had taken steps to keep animals supplied through the weekend. Shelter staff said adoptions were down, which they attributed to weather, and that an architect meeting was progressing toward finalization.
The 911/dispatch update noted the county is exploring a cloud-based version of its CAD (computer-aided dispatch) system and is seeking a new vendor for the radio call recorder because the current vendor has been slow to respond to service calls. The county also launched a new time system the week of the meeting.
County staff said a small-business grant program went live the prior Friday; staff placed printed applications at county libraries and posted information online. The county had received nine electronic applications in the first week, staff said; eligibility had not yet been reviewed.
Separately, staff said they received an email on a contract for the juvenile facility and that a draft would be prepared and presented to commissioners at the next meeting for consideration.
County staff also announced a broadband-office listening session scheduled for March 27 at the downtown library, and staff said they would post the flyer and details to the county website and social channels.
