Sheriff urges PowerTime pilot; committee approves vendor work to stabilize Kronos uploads

Sheriff Craddock told the Sumner County Purchasing and Financial Management Committee that Kronos can work but several departments find it hard to use, and he recommended a scheduling front end, PowerTime (a NeoGov product), that offers a mobile-friendly interface and an API to Kronos.
"Kronos is adequate. It does what we've made it to do," Sheriff Craddock said, then described PowerTime’s user experience and its ability to capture mobile biometric sign-ins and push a feed into Kronos. He said PowerTime’s startup cost would be roughly $6,500–$10,000 and recurring annual fees in the low thousands; he supplied a department-level quote for his office: about $76,500 to stand up PowerTime and integrate it for EMS scheduling.
Committee members discussed trade-offs: whether to standardize on Kronos alone, to allow department-level carve-outs that feed Kronos, or to pilot a front-end that reduces supervisors’ Monday payroll correction work. Staff noted the Financial Management Act’s requirement for a single county timekeeping record integrated with the county’s ERP; legal and finance staff said any front-end must ultimately deliver a consolidated earning record to Kronos/Munis.
The committee voted to engage the recommended vendor (identified in the procurement packet as JK7, Inc.) to begin work on EMS and to support efforts to resolve sheriff’s office exceptions and uploads. The recommended scope included $76,500 for EMS, $21,600 for ECC (dispatch), $32,400 for highway, and additional hourly remediation for the sheriff’s office. The committee approved an initial contract not to exceed approximately $100,000 for this fiscal year and asked staff to request additional budget authority next year for the remainder (the transcript estimates about $60,000 more would be needed to complete all departments). Committee members asked staff and the vendor to document whether the vendor will provide a tested interface that feeds detail hours into Kronos rather than creating a second persistent timekeeping source.
The committee also requested a parallel pilot or 60–90 day side‑by‑side trial so staff can confirm feeds, approvals and missed‑punch handling before fully decommissioning existing methods. Staff committed to return cost estimates for a parallel run and to coordinate demos with vendor and EMS staff.
