Manager says borough on Amtrak funding schedule for North Narberth Avenue bridge; assistant manager interviews nearly complete

At the Feb. 20 council meeting the borough manager reported that Narberth has secured a place on Amtrak’s funding schedule for the North Narberth Avenue bridge project; the project is not yet on a construction schedule, the manager said.

The manager told council the borough has completed required utility contracts and most preparatory work and is optimistic the federal funding schedule will remain intact. Councilors asked whether the borough could be required to front money and then seek reimbursement; staff said there may be a required down payment but that federal reimbursements typically follow when funding is structured through Amtrak or federal sources. The manager noted staff and consultants will monitor federal developments closely to reduce the risk of unrecoverable expenditures.

In operational news, the manager reported recruitment status for an assistant borough manager: more than 20 applications were received, four in-person interviews were held and two finalists were selected for second interviews. Both finalists indicated they could start in March; the manager said a hiring decision is anticipated by the end of the month and that existing part-time staff (Alan) will support onboarding and training for a few weeks after the new hire.“We have done all of the things, crossed our t's, dotted our i's,” the manager said regarding the bridge funding confirmation, but cautioned staff will continue close oversight.

There was no formal vote on these updates; staff said they will return with procurement and contract details as the bridge project advances.
