Lon Crowell, Layton City planning staff, summarized a revised proposal for roughly 15.94 acres at about 1275 West Gentile Street. The applicant reduced a previously proposed 10.6 units/acre plan to a concept showing 87 units (61 single‑family houses and 26 townhomes), an overall density the city described as roughly 5.16 units per acre. Crowell said the plan adds amenities — pickleball courts, playgrounds, trails and a pavilion — that are part of the density‑bonus calculation in the PRUD ordinance.
Craig Jacobson, speaking for the applicant, said the revised plan responds to concerns raised at an earlier hearing and described the project as an active‑adult (55+) community for the single‑family portion, with owner‑occupancy covenants for those lots. Jacobson told council that builder Ovation Homes specializes in active‑adult housing and that the design will reduce traffic and deliver a maintained community.
Neighbors who spoke at the public hearing raised several objections: several said the development remains inconsistent with surrounding R‑1‑10 and R‑1‑8 parcels, that some lot orientations produce narrow yard setbacks next to existing homes, and that density still represented an increase from what they had expected when they purchased. Others supported the project and noted that a 55+ active‑adult community could lower traffic and meet local demand.
Council voted to approve resolution 25‑03 (development agreement) and ordinance 25‑02 (rezoning to R1‑8 PRUD). The roll call was: Council member Thomas — aye; Council member Smith Edmondson — aye; Council member Morse — aye; Council member Bloxham — nay; Council member Roberts — aye. The final council motion and the development agreement cap the developer’s opportunity to proceed under the PRUD standards and require subsequent plat and engineering approvals before construction.
