An application to rezone roughly 27 acres for a 314-unit multifamily project was deferred to the June 18 Planning Commission meeting after the applicant told commissioners he wants to fold adjacent parcels and commercial and for-sale housing into a single, larger plan.
The application, Z24-012 (concurrent variance ZV24-003), would rezone property from C-1 (limited commercial) to a Community Unit Plan (CUP) and A-1 apartment dwelling district to allow 314 multifamily units and request a variance to exceed the 50-foot height limit on roughly 27.04 acres in City Council District 2.
Attorney Hakeem Hilliard, representing the applicant, told the commission the development team began working on the application in late 2023 and has repeatedly sought deferrals to negotiate with the Clifton Dale and Falls at Cascade neighborhood groups and with Councilmember Gums. He said the project team plans to amend the application to add a roughly 5-acre commercial parcel and an 11-acre parcel planned for for-sale housing so the commission can vet the properties together as "one project." Hilliard asked for 60 days; after scheduling considerations the commission deferred the case to its June 18 meeting so the two applications could be heard together.
Commissioners asked about the number of prior deferrals and urged the applicant to be specific about next steps. Hilliard said the developer seeks to present a unified plan that includes multifamily, for-sale homes, commercial space and parkland, and that the Clifton Dale neighborhood leaders had participated in recent meetings.
Vote and procedure: The commission voted to defer Z24-012 to the June 18, 2025 Planning Commission meeting. The motion passed on a roll call vote; commissioners recorded as voting yes during the roll call were Commissioner Smith Vickers, Reverend Shannon Jones, Commissioner Greg Bailey, Commissioner Devon, and Commissioner Yvonne Boone. A recorded negative vote occurred on an earlier procedural vote during the meeting, but the final deferral motion carried.
Why it matters: The developer's plan would add 314 multifamily units plus proposed for-sale housing and commercial acreage adjacent to single-family neighborhoods. Commissioners said they prefer to see a package that addresses neighborhood concerns rather than separate, piecemeal applications.
Next steps: The applicant will file a follow-up application for the adjacent parcel(s) and hold required public meetings; staff advised that if the applicant submits the second application by March 17 it would be scheduled for consideration so both items can be reviewed together on June 18.
