Council approves fee-in-lieu payment for Hollywood Plaza water allocation

The Tooele City Council on Feb. 19 approved Resolution 2025-07, authorizing payment of a fee in lieu of water-right conveyance for the Hollywood Plaza development project.
John Perez, Tooele City Economic Development Director, said the project, at the northwest corner of Utah Avenue and State Route 36, requested 1.5 acre-feet of water for a 5,100-square-foot retail center. Perez told the council the applicant expects about 32 full-time jobs with wages ranging from $19 to $44 per hour, projected annual retail sales of about $3,300,000 and capital investment of approximately $2,370,000. Perez referenced a letter from Elliot Abel at IRVA Development included with the packet.
Perez said the city’s fee-in-lieu policy limits conveyances on an annual basis and that earlier in the calendar year one allocation (for a Jack in the Box project) used about 1.01 acre-feet; Hollywood Plaza’s request of 1.5 acre-feet was presented for approval.
Councilwoman Manzion moved to approve Resolution 2025-07 and Councilman Hanson seconded. The council voted Aye: Councilman McCall, Councilman Hanson, Councilwoman Goches, Councilwoman Manzion and Councilman Brady. The motion passed 5-0.
