"Legislative apportionment is an inherently political process," Copeland Hanzas said, and she urged the committees to consider whether school-district apportionment should instead be designed as a nonpartisan process. She and former Legislative Apportionment Board chair Tom Little provided lawmakers an overview of the mapping, public‑comment, and legal steps involved in redrawing representative boundaries.
The session focused on three immediate practical needs: getting up‑to‑date population and student counts overlaid on supervisory unions and existing school-district lines; confirming the mapping software and licensing and technical support the Legislature would need; and clarifying legal risks, including whether proposed district sizes and ward structures could prompt constitutional challenges.
