Representative Carolyn Brannigan, who represents Georgia and Fairfax, told the committee she introduced H207 at the request of a constituent who could not obtain the insulin prescribed by his doctor because it was not covered by his insurer’s formulary and the cost was prohibitive.
Brannigan said the constituent had to switch to a different medication because the original drug was not on the formulary. She described the problem as common for patients on fixed incomes who face coverage barriers or high out‑of‑pocket costs despite drugs being physically available at pharmacies.
Committee members asked whether the bill targeted Medicaid only or both commercial markets and Medicaid; Brannigan said she had worked with legislative staff to draft the measure and expected changes as testimony is taken. She told the committee she brought the bill to try to reduce the burden on patients who cannot afford the medication their clinicians prescribe. The committee did not vote; members suggested additional testimony and technical work with the Office of Legislative Counsel and state agencies before any action.
