Boulder BLA approves five new/renewal liquor licenses; two hotel‑restaurant licenses and two entertainment/restaurant licenses cleared

At its Feb. 19 meeting the Boulder Beverage Licensing Authority approved multiple liquor-license applications and renewed one license, including three new hotel‑restaurant type licenses and one new entertainment license.

Key approvals and renewals

- El Taco Imperial de Texcala (2850 Iris Ave., Suite H): The board voted to approve a new hotel-restaurant liquor license for Margarita Castrejon’s El Taco Imperial de Texcala. Member Mike Absalom moved to approve; Member Amber Carr seconded. The vote was recorded in favor and the license was approved.

- Nepal House and Cuisine (4720 Table Mesa Drive, Unit 100): The board approved a new hotel-restaurant liquor license for Nepal House LLC. Member Amber Carr moved; Member Bridal Haggerty seconded. Liquor‑licensing professional testimony showed a high level of neighborhood signatures in favor; the license was approved.

- Mister Oso Boulder (1253 Pleasant St., Unit 101): The board approved a new hotel-restaurant liquor license for Mister Oso Boulder, part of Oso Boulder Holdings LLC. Counsel presented petition results and the operator’s training plan; the board voted to approve the application.

- The Birdie Factory (2520 Arapahoe Ave.): The board approved a new entertainment-type license for Fergies Indoor Golf Inc., doing business as The Birdie Factory. Owner Andrew Ferguson described the concept (indoor golf instruction, leagues, camps) and said food service and a beer/wine/cocktail program will be offered; the board voted to approve.

- BoulderFa LLC (2855 20th St.): The board considered a renewal application. Licensing staff noted the licensee was in good standing with occupation tax but not initially in compliance with sales tax. The board conditionally approved renewal pending resolution; licensing then confirmed (during the meeting) that sales tax had been brought into compliance and the renewal was finalized.

Why it matters

The approvals add full-liquor hotel‑restaurant outlets and an entertainment venue to The Hill and Broadway-area retail mix. In several hearings petitioning firms reported petition results showing neighborhood signatures in favor; applicants described staff training plans and internal policies to check IDs and limit sales to intoxicated patrons.

What applicants said about training and operations

Petitioners and applicants emphasized training, internal policies and plans for manager oversight. For Mister Oso and other newly approved operators, applicants said staff will receive both internal onboarding and external responsible-vendor training; Liquor Pros (a petitioning company and trainer) told the board it expects to regain state RVT listing and is providing or arranging training for several applicants.
