Arlington Planning Commission approves 2025 preliminary docket, adds Furlaine parcel

The Arlington Planning Commission approved the city’s 2025 preliminary annual docket and added a fourth Furlaine parcel to a privately initiated rezone application, the commission decided at a public hearing and meeting where staff described the docket process and members heard public comment.

The docket, presented by planning staff Amy Hammy, lays out the planning commission’s and city staff’s work plan for 2025, including comprehensive plan amendments, code updates and individual rezone analyses. Hammy told the commission that approval of the preliminary docket does not approve any single project; rather, it authorizes staff time and analysis so items can return later in the year for formal project review and final City Council action.

Hammy described the process: items placed on the preliminary docket will be analyzed, undergo SEPA review where applicable, return to the planning commission for additional hearings, and then be forwarded with a recommendation to City Council. She reminded the public that approving an item onto the docket “is not approving the project, or the item itself. It is approving it to be on our work plan for the year.”

During the public hearing, several members of the public commented about a privately initiated rezone of three (plus the fourth added) parcels on Furlaine (also spelled “Furlane” in the record). After public comment, a motion to approve the 2025 preliminary docket with the addition of the fourth Furlaine property carried by voice vote. The commission’s recommendation will be transmitted to City Council for final action.

The approved docket includes a mix of comprehensive plan updates (including changes to the parks and recreation master plan and the six-year parks capital improvement plan), adoption of updated utility and transportation plans, and multiple development regulation amendments identified by chapter numbers in the Arlington Municipal Code. Hammy said some development regulation amendments may change later in the year depending on action from the Washington State Legislature and that code amendments may be brought forward outside the annual docket when required by state law.

The commission approved the preliminary docket by unanimous voice vote among commissioners present; the record shows commissioners Tim Abrahamson, Gail Roeber, Jennifer Benton and Nathan Stenff present and Melissa Johnson excused. The commission directed staff to prepare analyses for each docket item and to return them for public hearings later in 2025. The recommendation will be forwarded to Arlington City Council for final adoption by ordinance.

Planning staff said meetings in April will include additional code amendments and an island-crossing subarea plan; staff also signaled potential scheduling adjustments depending on legislature action.
