Public commenters raise special-education concerns and ask legal question about board employment

The solicitor did not provide an on-the-record legal determination during the meeting; the commenter asked whether the solicitor could respond by email or verbally at a later time.
Board President acknowledged the comments and moved on to the day's agenda items; no formal board action or legal finding was made at the meeting on either topic.
