Council approves preliminary and final plat for Peeper's Family Subdivision at 1605 West 40 Second Street

The City Council voted to approve a preliminary and final plat for Block 1 of the Peeper's Family Subdivision, commonly identified in the hearing as 1605 West 40 Second Street, following a staff presentation and a brief public comment period.
City staff member Zach told the council the parcel is unplatted and that the proposal would split the parcel so it can be developed as residential lots. Zach said the property lies in the city's extraterritorial jurisdiction, just adjacent to the City of Scottsbluff, and that annexation was not being considered at this time because “the closest water main is, like, over 400 feet away.” He said the proposal is consistent with the comprehensive plan and that Block 1 would meet the performance standards of the R1A district; staff recommended the planning commission make a positive recommendation to the council.
Greg Shields, identified in the meeting as the surveyor, was present for the item. During public comment a resident said, “You said it all,” offering no opposition.
A motion to approve the preliminary and final plat was made and seconded; the council conducted a roll-call vote and the motion passed. At the same meeting the council also moved to approve the Planning Commission minutes from Jan. 13, 2025.
Council members noted that rezoning to R1A is expected next month and that further procedural steps — including any annexation, water infrastructure work, and formal zoning hearings — remain separate actions to come. The council set its next scheduled meeting for March 10, 2025, and then adjourned.
