Local Waste low bidder for Sunbury refuse contract; ordinance introduced for first reading

Sunbury City staff reported to the finance committee that two bids were received in the recent competitive procurement for residential refuse collection and that Local Waste submitted the lowest and recommended bid.
Caitlin, presenting the bid results, said Local Waste proposed an $18 per month residential refuse rate for a three-year contract, with a senior rate of $16.20 per month. The current resident rate is $16.50 per month; recycling is a separate opt‑in subscription. With recycling added, the presenter said the combined monthly cost would be roughly $15.51 for the recycling subscription plus the refuse charge for those who opt in.
Staff told the committee Local Waste was judged “lowest and best” under the RFP criteria and that Rumpke’s bid was roughly a dollar higher. The recommended contract includes a three‑year base term with an option to extend for two additional years, mirroring the city’s prior arrangement.
Committee members asked whether a formal decision was required at the committee meeting. Caitlin said the bid results were informational for finance; the ordinance was placed on the council agenda for first reading and staff expects the council to consider passage at the March services meeting and on March 5 for final action.
No formal award was made during the finance committee meeting; staff recommended council action at the upcoming meetings and said they plan to invite Local Waste to the March services committee meeting to review service details with council members before final passage.
