The Senate on Thursday passed House Bill 18 68, a measure that, as adopted by the Senate, adds veterans who died in the line of duty by suicide to a property tax exemption for surviving owners.
Senator Sarravel, the senator from Eastern Fairfax, explained the floor substitute process that began earlier in the week and how a proposed addition โ Senate Bill 8 95 โ was added and later removed. He told colleagues the floor substitute โbasically adds, his senate bill 8 95 onto the bill... gives local governments the option, not the requirement, but simply the option to add an exemption, real estate exemption for veterans whose homes are assessed less than the average median value in their locality.โ After negotiation and a series of reconsiderations the Senate ultimately passed the version that restored the policy the chamber previously passed in committee: extending the real-property exemption to veterans who died in line of duty by suicide.
The floor was active with procedural motions: the body temporarily tabled and then reconsidered both the committee substitute and the floor substitute multiple times before adopting the committee substitute. Senator Bagby moved final passage after the committee substitute was adopted; the transcript reports the final roll call as 39 aye, 0 no.
Senator Sarravel told colleagues the final bill โadds veterans who died in line of duty by suicide to the existing bill property tax exemption.โ He also said that an earlier policy proposal to give localities a new option (Senate Bill 895) was no longer in the bill after the reconsiderations and committee-substitute adoption.
Whatโs next: The adopted bill will proceed to the House for any further action and incorporation into the budget process as required. Local implementation will require county/town assessment processes and administrative guidance.
