Senate narrows new farm-trailer rules to exempt Northern Virginia planning district after days of debate

The Senate on Thursday approved changes to House Bill 24 58, a measure that would permit certain agricultural trailers and vehicles additional latitude to travel on non-interstate roads with alternative visibility measures.
Senator Roem, the senator from Western Prince William, explained she authored a floor amendment that would limit the pilot to non-densely populated Planning Districts and avoid high-traffic corridors; she said the proposal was intended as a safety-first pilot for rural areas and promised it would “allow what is essentially a pilot, making sure that we are keeping safety first, limiting this to a non densely populated area.”
Opponents — led by Senator Obenshain, the senator from Rockingham — argued the amendment as initially drafted cut out major agricultural planning districts in the Commonwealth and risked Northern Virginia overreaching into local agricultural policy. Obenshain noted the bill originally came out of transportation committee with bipartisan support and urged a geographically balanced solution: “I would hope that we could accommodate each other, accommodate Northern Virginia, and, prevent what the concerns that have been articulated in Northern Virginia by rejecting this amendment and getting to the next amendment that exempts planning District 8.”
The Senate rejected an earlier Rome floor amendment and later adopted the Obenshain amendment to exempt Planning District 8 (Northern Virginia) from the statewide change. The bill then passed on final passage with a recorded tally shown in the transcript as 33 aye, 6 no.
The adopted language narrows the statewide application, preserving local control in dense jurisdictions and creating a limited pilot arrangement in less-populated planning districts. Supporters said the change protects rural producers who move crop trailers short distances on secondary roads while opponents emphasized safety and called for narrower geographic scope and stricter guardrails.
What’s next: The bill passed the Senate and will proceed to conference with the House of Delegates where final enactment language and any technical changes will be resolved.
